Setup:

The Busy Buddy should fit loosely in the horse's mouth, it should not pull on the corners of the mouth.
Find the position where the horse starts to chew.

The Busy Buddy should be placed just under the fold of the mouth. It should not be too tight, otherwise it is associated with a bit and is not a relaxation tool. You want it to rest just on the tongue, low enough for the horse to feel the need to chew. I would say the width of a finger or just below the fold is sufficient. No fold should be visible.
